The Advantages of Being a “BVS Recognized Club” in Bear Valley Include:
- Able to reserve amenities for events
- Able to hold fund-raisers & be exempt from “commercial use” status
- Be allowed to post club information in the E-BUZZ
How to Organize a BVS Recognized Club:
The BVSA Board of Directors must approve any new BVS sanctioned club. A representative from the proposed club should submit an “Agenda Request Form” and the "Application for Recognized Club Status”, along with all of the required documentation (see below) to the Board Secretary for placement on the agenda. The Board meeting is always the 3rd Saturday of each month at 8:30 AM at the Oak Tree Country Club (unless announced otherwise). The two forms can be picked up at the Association office, or they can be downloaded from this website. The Board Secretary will need the request and documentation (noted below) no later than the Monday prior to the Regular Board meeting date. A representative from your organization should attend the meeting to present the club’s purpose and answer any questions the Board may have.
Required Documentation & Requirements:
- List of the club officers and their titles
- Member roster (effective 3/10/10 there is a 15 member minimum) - include member tract/lot number
- Copy of the club’s By-Laws
- Proof of insurance (this only applies to a club that has physical activities or activities that may cause personal injury or property damage).
- Must be a tax exempt organization
- Group must consist solely of Association Members & their families
- Refer to BVSA Rules Article 18 for any other pertinent information

  ECC (Environmental Control Committee)

The Environmental Control Committee folder is your place for information concerning any exterior modifications to your home.
The ECC meets each Wednesday morning at the BVSA office. If you wish to appear before the Committee to discuss an issue relating to the ECC Rules & Regulations, call Pat Hignite, ECC Secretary, at 821-5537 Ext. 211 for an appointment time.
When You Need to Apply for Approval:
Article V. ECC Submittal and Approval Procedures states "Any Owner proposing to construct, reconstruct, refinish, alter, modify or maintain any improvement on the Owner's lot, or to install any utility line, wire, pipe, conduit, cable, or other utility conveyance on the lot, or to do any grading or make any excavation, or to drill any water well, or to cut or remove any trees from the lot, or do any act which would affect the drainage of the lot, or to make any exterior changes to existing improvements or changes to the lot, shall first apply to the ECC for approval."

Exterior Modification Submittal Procedure:
All submittals for consideration by the Committee must be received in the Association office no later than Tuesday at 12:00 noon prior to the Wednesday Committee meeting date. Decision by the Committee will be available after 2:00 pm the following Friday. The submittal decision can be picked up at the Association office in person, or, it can be mailed or faxed to you. Indicate which you prefer when you turn in the submittal form. Submittal forms can be found below in the folder called ECC Submittal Forms - Property alterations & Misc Approvals.

This policy applies to a dispute between the Asoociation and a member involving their rights, duties, or liabilities under the Davis-Stirling Act, under the provisions of the Corporations Code relating to mutual benefit corporations (commencing with Corporations Code Section 7110), or under the Assolciation's governing documents.

All complaints must be in writing. You can download and print the ECC Complaint Form (below). Then fill it out and bring it in to the Association office, or mail it to the address on the form.

Any alterations or additions to the outside of your property require an approval from the Environmental Control Committee (ECC). The various types of forms you will need to submit for approval are provided here (see below). Bear Valley has three beautiful campgrounds. As a property owner you may camp without charge in any of our campgrounds, with the exception of a $10 per night for a Hook-Up site (with electricity and water). There is a fee for your guests to stay however. Each campground is equipped with bathrooms, including showers, and a dump station.

A rather unique amenity in Bear Valley Springs is our Equestrian Center where members can board their own horses or those of their guests, make use of the riding arena and corrals, or camp out at the many on-site campgrounds.

The two main lakes in Bear Valley Springs are Cub Lake and 4 Island Lake. Both lakes are available as event venues and can be booked through the Whiting Center. You can contact the Whiting Center @ 661-821-6641.

The Mulligan Room is located just off the putting green and at the end of the 9th hole. An excellent place for breakfast or lunch or for gathering with friends at the end of a game of golf.

The main Activity Center for the Valley, the Whiting Center offers an indoor jacuzzi, basketball court, which also doubles as a roller hockey rink, game room, weight room and exercise classes.
The Whiting Center is open 7 days a week as follows:
Sunday Noon-8pm Monday 5am-9pm Tuesday 5am-9pm Wednesday 5am-9pm Thursday 5am-9pm Friday 5am-9pm Saturday 7am-9pm
Available classes include yoga, fitness, beginning stretch, exercise/dance, painting, girl scouts and more.
The monthly Bear Tracks is updated monthly with all of the events and times. Or, you can check with the front counter for a complete schedule of classes being offered.

The Governing Documents folder is the principal source for all the information about our association's Rules and Regulations, By-Laws, Covenants, and Design Standards.
You may view any of these documents online or send them to your printer. Unfortunately, you may not download any governing document to your computer as each of these documents is password protected and a "read only" file. This is to ensure that changes can only be made by someone authorized to do so.
